In Illiberal Reformers, Thomas Leonard reexamines the economic progressives whose ideas and reform agenda underwrote the Progressive Era dismantling of laissez-faire and the creation of the regulatory welfare state, which, they believed, would humanize and rationalize industrial capitalism. But not for all.

Academic social scientists such as Richard T. Ely, John R. Commons, and Edward A. Ross, together with their reform allies in social work, charity, journalism, and law, played a pivotal role in establishing minimum-wage and maximum-hours laws, workmen's compensation, progressive income taxes, antitrust regulation, and other hallmarks of the regulatory welfare state. But even as they offered uplift to some, economic progressives advocated exclusion for others, and did both in the name of progress.

Leonard meticulously reconstructs the influence of Darwinism, racial science, and eugenics on scholars and activists of the late nineteenth and early twentieth centuries, revealing a reform community deeply ambivalent about America's poor. Economic progressives championed labor legislation because it would lift up the deserving poor while excluding immigrants, African Americans, women, and "mental defectives," whom they vilified as low-wage threats to the American workingman and to Anglo-Saxon race integrity.

Economic progressives rejected property and contract rights as illegitimate barriers to needed reforms. But their disregard for civil liberties extended much further. Illiberal Reformers shows that the intellectual champions of the regulatory welfare state proposed using it not to help those they portrayed as hereditary inferiors, but to exclude them.

The men were not told they had syphilis; they were not warned about what the disease might do to them; and, with the exception of a smattering of medication during the first few months, they were not given health care. Instead of the powerful drugs they required, they were given aspirin for their aches and pains. Health officials systematically deceived the men into believing they were patients in a government study of “bad blood”, a catch-all phrase black sharecroppers used to describe a host of illnesses. At the end of this 40 year deathwatch, more than 100 men had died from syphilis or related complications.

“Bad Blood” provides compelling answers to the question of how such a tragedy could have been allowed to occur. Tracing the evolution of medical ethics and the nature of decision making in bureaucracies, Jones attempted to show that the Tuskegee Study was not, in fact, an aberration, but a logical outgrowth of race relations and medical practice in the United States.

Now, in this revised edition of “Bad Blood”, Jones traces the tragic consequences of the Tuskegee Study over the last decade. A new introduction explains why the Tuskegee Study has become a symbol of black oppression and a metaphor for medical neglect, inspiring a prize-winning play, a Nova special, and a motion picture. Leprosy has afflicted humans for thousands of years. It wasn't until the twelfth century, however, that the dreaded disease entered the collective psyche of Western society, thanks to a frightening epidemic that ravaged Catholic Europe. The Church responded by constructing charitable institutions called leprosariums to treat the rapidly expanding number of victims. As important as these events were, Timothy Miller and John Nesbitt remind us that the history of leprosy in the West is incomplete without also considering the Byzantine Empire, which confronted leprosy and its effects well before the Latin West. In Walking Corpses, they offer the first account of medieval leprosy that integrates the history of East and West.

In their informative and engaging account, Miller and Nesbitt challenge a number of misperceptions and myths about medieval attitudes toward leprosy (known today as Hansen’s disease). They argue that ethical writings from the Byzantine world and from Catholic Europe never branded leprosy as punishment for sin; rather, theologians and moralists saw the disease as a mark of God’s favor on those chosen for heaven. The stimulus to ban lepers from society and ultimately to persecute them came not from Christian influence but from Germanic customary law.
